International Standards For Phytosanitary Measures No. 15 (ISPM 15) is an International Phytosanitary Measure developed by the International Plant Protection Convention (IPPC) that directly addresses the need to treat wood materials of a thickness greater than 6mm, used to ship products between countries. Its main purpose is to prevent the international transport and spread of disease and insects that could negatively affect plants or ecosystems. ISPM 15 affects all wood packaging material (pallets, crates, dunnages, etc.) requiring that they be debarked and then heat treated or fumigated with methyl bromide and stamped or branded. With a mark of compliance. This mark of compliance is colloquially known as the “wheat stamp”. Products exempt from the ISPM 15 are made from alternative material, like paper, plastic, or wood panel products.
- MB (Methyl Bromide) - Requires to completely fit an area with gaseous pesticide (methyl bromide)

The intention of this new rule is to avoid the entry of the Halyomorhpa Halys, a fruit fly, that is allegedly present in China, Korea, Taiwan, Japan, and the United States.
- Methyl Bromide is the most widely used fumigant for quarantining purposes. It is a preferred fumigant for most of the quarantine authorities around the world, because of its good penetrating ability, rapid action, and high toxicity to a broad spectrum of insects and pests. It is frequently used for fumigating timber, agricultural products, empty containers, food stuffs, and other agricultural produce. When fumigation is carried out with Methyl Bromide, fumigant residue problems do not occur because of how quickly and easily aeration of the fumigant is complete. It is very effective in controlling all stages of insects from egg to the adult stage. Quarantine Authorities around the world have stipulated that methyl bromide fumigation has to be carried out fro all the packaging materials which is made out of Wood or Straw Materials.
